New home building permits up in June

The number of new homes in Cyprus for which building permits have been issued rose in June 2017 compared to the same period last year according to the Cyprus Statistical Service.

THE NUMBER of building permits authorised in Cyprus during June 2017 stood at 502 compared with the 445 authorised during the same period in the previous year; an increase of 12.8% according to official figures released by the Cyprus Statistical Service. The total value of these permits rose by 57.9% to €141.2 million compared to June 2016, while their total area rose by 11.1% to 101.5 thousand square metres.

During June 2017, building permits were issued for:

Residential buildings – 369 permits

Non-residential buildings – 92 permits

Civil engineering projects – 15 permits

Division of plots of land – 21 permits

Road construction – 5 permits

During the first half of 2017, 2,870 building permits were issued compared to 2,611 in the first half of 2016; an increase of 9.9% The total value of these permits increased by 33.7% and the total area by 31.1%. Building permits for new homes The 367 residential building permits approved in June provided for the construction of 381 new homes comprising 206 single houses and 175 multiple housing units (such as apartments, semis, townhouses and other residential complexes); an increase of 32.8% compared with June 2016 when permits were issued for the construction of 287 new homes.

During the first half of 2017, 2,870 building permits were issued compared to 2,611 in the first half of 2016. The total value of these permits increased by 33.7% and their total area by 31.1%. The number of new homes rose by 39.5%. According to the Cyprus Statistical Service, building permits constitute a leading indicator of future activity in the construction sector.

Cyprus property prices continue to rise

RICS (Cyprus) reports that Cyprus property prices are continuing to rise in the thirteenth edition of its Index, with the prices of apartments and houses across Cyprus rising by 1.3 per cent and 2.3 per cent respectively during the first quarter of 2017.

THE THIRTIETH publication of the RICS Cyprus Property Price Index reports that the average price of residential apartments and houses across the island rose by 1.3% and 2.3% respectively during the fourth quarter of 2016. During the first quarter of 2017 the Cyprus economy showed further signs of stability, with a seasonally adjusted quarterly GDP growth of 0.6% and an annual seasonally adjusted GDP growth of 3.3%. Unemployment remained at relatively high levels, on a downtrend to ca 12.8% (from the high levels of 17%). Given prevailing economic conditions and the marginally improved confidence in the Cyprus’ banking system, there are relatively higher transactions during the quarter.

Despite their non-performing loans, financial institutions have been more willing to provide access to finance and there is an increasing interest from locals. Cyprus property prices On an annual basis the Cyprus Property Price Index recorded increases in all cities and asset classes, with significant increases recorded in Limassol, Nicosia and Larnaca area, whilst Paphos and Paralimni have shown smaller annual increases. Larnaca recorded the largest quarterly rise in apartment and house prices at prices at 4.6% and 2.8% respectively.

On a quarterly basis the values of holiday homes rose by 1.7% for apartments and 1.3% for houses. Limassol reported the highest increase in apartment prices (2.9%), while the highest rise in house values was recorded in Paralimni (2.1%). Compared to the first quarter of 2016, apartment prices have risen 4.9%, house prices have risen 3.3%, while prices for offices, retail and warehouses have risen2.8%, 2.6% and 14.4% respectively. Rental values Across Cyprus, on a quarterly basis rental values increased by 2.5% for apartments, 2.6% for houses, 1.6% for retail, 4.6% for office and 11% for warehouses. Compared to the first quarter of 2016, apartment rents have risen 5.5%, while those for house have risen 9.6%.

Rents for retail have risen 4.3% and rents for offices and warehouses have both risen 11%. All asset classes have shown a consecutive quarterly growth. Gross yields At the end of the first quarter of 2017, average gross yields stood at 4% for apartments, 2.1% for houses, 5.4% for retail, 4.3% for warehouses, and 4.8% for offices. The parallel reduction and/or stabilisation in capital values and rents is keeping investment yields relatively stable and at low levels (compared to yields overseas). This suggests that there is still room for some repricing of capital values to take place, especially for properties in secondary locations.

Local property tax set to change

Some will pay more and some will pay less local property taxes in Cyprus this year as charges will be assessed on 2013 property valuations rather than those of 1980 in efforts to provide a fairer taxation system.

LOCAL property tax in Cyprus is set to change this year as the Municipalities and Communities will be assessing the tax payable on the 2013 property valuations rather than the 1980 valuations. It is anticipated that most people will pay about the same local property tax as they did in 2016. However, the new assessments may result in those whose properties were registered as plots or fields in 1980 and which have subsequently been developed – and those whose properties are in planning zones that have subsequently been rezoned will pay more tax this year than previously. The Greek language newspaper Ό Φιλελεύθερος (Phileleftheros) reports that a person in the Limassol Municipality of Agios Athanasios has been asked to pay €229.32 compared to the €78.49 he paid last year, while another in Larnaca has been asked to pay €200 this year compared to his 2016 bill for €70. We understand that the Municipalities have the option of imposing a uniform rate of up to 0.024 per cent on a property’s 2013 valuation. This will result in the Municipalities collecting approximately €20.8 million this year compared to the €19.1 million they collected last year. The Phileleftheros reports that the rate in the Municipalities of Strovolos will be 0.015%, Aradippou 0.019%, Larnaca 0.023%, Limassol 0.024%, and Paphos 0.019% per thousand, while the rate in Paralimni has yet to be set.
